Safety and Security Information - Reporting years 2008-2010

The following policies are provided as part of the University of Maine at Presque Isle's commitment to safety and security on campus, and arein compliance with the Cleary Act of 1998.

The University of Maine at Presque Isle is a public university located in the city of Presque Isle, Maine. UMPI is one of seven campuses that comprise the University of Maine System. There are approximately 1,500 students currently enrolled at UMPI, and the campus employs approximately 260 faculty and staff. The University has been firmly committed to honest and timely reporting of all crime statistics and will continue with that commitment under the Cleary Act of 1998.

The UMPI Office of Security and Safety along with the Presque Isle Police Department is responsible for law enforcement, security, and emergency police response at the University of Maine at Presque Isle. The office of Security and Safety is located at the Emerson Annex. The Presque Isle Police Department is located on North Street, downtown Presque Isle. The Office of Security and Safety can be reached by dialing 9580 from any campus telephone or by dialing 768-9580 off campus. The Presque Isle Police Department can be reached by dialing 8-911 on campus or 764-4476 off. The Office of Security and Safety responds to all reports of criminal action or emergencies and investigates the crime or initiates whatever action is necessary to resolve emergencies.


The Coordinator of Security and Safety is a appointed police officer for the University of Maine At Presque Isle. He has full law enforcement authority including arrest powers on all property owned or controlled by the University of Maine At Presque Isle. His enforcement authority is via the provisions of Public Law 1971, Chapter 544, Section 142. As Amended, the Board of Trustees grants the University of Maine presidents, or his representative, the authority to appoint persons to act as police officers. Police officers for the University of Maine System are trained in the same manner as all other law enforcement officers in the state of Maine. They are required to attend the twelve-week Basic Police School Program at the Maine Criminal Justice Academy. Additionally each officer will receive an average 30 hours training per year. The Office of Security and Safety maintains a close working relationships with the Presque Isle, Caribou, Fort Fairfield, Washburn, Ashland Police Departments and with the Aroostook County Sheriff's Office and the Maine State Police. The Office of Security and Safety sponsors a campus security patrol team composed of students who patrol the campus on foot and in a vehicle during evening hours. Their patrol routes are varied and the hours are random. They are in constant communication with each other and with appropriate authorities through hand-held, two-way radios. They are authorized to stop any individual on campus during the late evening hours to determine whether they can be of service to the person. They also operate as backup to the Residence Life staff. They do not carry weapons. Through interagency agreements between local law enforcement agencies and the Office of Security and Safety, any reports of criminal activities associated with student organizations off campus are shared or reported to the UMPI Office of Security and Safety. These reports are subsequently shared with the appropriate university administrators and departments.


Most UMPI campus building and facilities are accessible to the campus community, guests and visitors during normal business hours, Monday through Friday.  The exterior doors to all student residence halls are controlled 24 hours a day and are accessible to students via an electronic card access control system.  Guests and visitors to a student residence hall may gain admittance by calling a student living in the residence hall and being escorted by that individual.

The exterior doors of residence halls are secured by an electronic card system.  Students gain access into the residence hall by using their student identification cards.  This enables entry control by validation or denial of the cardholder.


UMPI maintains a very strong commitment to maintaining a safe level of exterior lighting. Student security officers and night watchmen routinely survey existing lights and recommend maintenance of existing light and additional illumination as required. Members of the campus community are encouraged to report any exterior lighting deficiencies to the Office of Security and Safety (768-9580) or to the Director of Physical Plant (768-9577). Exterior doors on campus buildings are locked and secured each evening, night watchmen check all buildings, including residence halls, throughout the night. Night watch also survey and report any possible security problems with doors. This is given a high priority, and if the problem represents hazard a maintenance person will be called in immediately to make the necessary repairs or adjustments.


Sexual assault includes any forced or unwanted sexual contact in which a sex act occurs or is attempted but not completed. Sexual assault occurs whenever the victim HAS NOT GIVEN OBVIOUS AND CLEAR CONSENT.
Forced sexual contact occurs when the victim experiences unwanted touching, directly or through clothing, of an intimate part of his or her person, such as a sexual organ, the buttocks, or the breast. Forced sexual contact is also considered to occur whenever the victim has experienced unwanted touching at other parts of the body and has warned the perpetrator to stop such touching, and the perpetrator continues the touching. Such unwanted sexual contact is prohibited.

Sexual assault or forced sexual contact violate University policies and must be reported. When a victim fails to report such contact, the perpetrator perceives this as encouragement to continue such behavior against the victim and other victims.

When a sexual assault is reported to an official of the University, that person will attempt to take care of several matters related to the incident. It will be determined whether medical assistance is needed, and such assistance will be obtained through appropriate medical facilities. It will be determined whether counseling should be recommended, and arrangements will be made at the discretion of the victim. It will be determined whether an official report should be made through the Conduct Code System, and again the wishes of the victim will be followed. Throughout, the victim will be provided with complete support and with as much confidentiality as requested and feasible.

Possible Disciplinary Sanctions for Rape and Sexual Assault

Any person found to have committed the offense of rape or sexual assault by the University of Maine Conduct Committee and/or the Maine Criminal Justice System will be subject to severe disciplinary sanctions to include immediate suspension or dismissal.

Victims options for changing Academic and Living Situations

Any victim of rape or sexual assault has the right to request a change in living areas or academic situations. If an immediate threat is felt by a person, they can and will be reassigned a room on a temporary basis until such time as the threat is removed or eliminated. Arrangements have been made through Residence Life and Programs to have immediate access to a room.

Procedures Victims Should Follow If an Offense Occurs

Any victim of rape or sexual assault should immediately contact the UMaine Police Department who will immediately respond to assist the victim in getting medical attention, and then investigate the crime. At all times, the victim’s rights will be protected and the victim will have input into the course of the investigation. Counseling services will be provided if the victim is receptive to such services. It is critical that you seek medical attention as soon as possible — do not bathe or change clothes, as you may eliminate criminal evidence.

Procedures for On-Campus Disciplinary Action

  1. Accuser and accused will have the same rights to have others present at any hearing, including the assistance of an advisor and/or legal counsel.
  2. Accuser and accused will both be informed of the outcome of any such hearings when the charge is a violent act. Victims must be informed of their option to notify proper law enforcement authorities, and their option to be assisted in doing so.

If a rape or sexual assault is reported to any University Official other than UMaine PD, the victim will be informed of their option to notify proper law enforcement authorities (UMaine Police Department) and will be assisted in doing so if requested.

Getting Help

Getting help: A victim should seek help or report a violation immediately even if only through a friend. If reported to a campus authority, the rights of the victim will always be predominant UNLESS there is a clear danger to other members of the campus community. In reporting sexual assault or forced sexual contact, students living in the residence halls should report such situations to the Resident Assistant or Residence Hall Director of their building. Report of unwanted sexual contact may also be made to the Nurse in Emerson Annex (768-9584), the Director of Counseling, located on First Floor, South Hall (768-9589); the Director of Affirmative Action/EEO, Second Floor, South Hall (768-9750); or to the Director of Student Support Services, First Floor, South Hall (768- 9613); the Director of Residence Life, Emerson Hall Annex (768-9560), or to the Presque Isle Police Department (764-4476).


The University of Maine views alcohol and substance abuse as a serious problem. In compliance with the Drug Free Workplace Act, the University publishes and distributes annually a booklet which informs all students and employees of University of Maine System and the University of Maine at Presque Isle’s substance abuse policy, sanctions for violation of the policy, and state and federal alcohol and drug laws, offenses and sanctions. The use of illegal substances and under-age drinking at the University of Maine at Presque Isle is prohibited. The violation of State drinking laws and the use, sale or possession of illegal drugs is strictly enforced in accordance with Federal and State Law.

If a member of the University community has reason to believe that a student who resides in on-campus housing is missing, he or she should immediately notify the Office of Safety and Security (207) 768-9580 or the Residence Life Office at (207) 768-9560. Following the receipt of a call a missing person report will be generated and an investigation will be initiated.

In addition to registering an emergency contact, students residing in on-campus housing have the option to identify confidentially an individual to be contacted in case of an emergency.  If a student has identified such an individual, The Coordinator of Safety and Security or the a representative of the Residence Life Office will notify that individual no later than 24 hours after the student is determined to be missing. Students who wish to identify a confidential contact can do so on their housing contract or they may submit the information to the Residence Life Office in the Emerson Hall Annex.

Should it be determine that the student is missing and has been missing for more than 24 hours, the University will notify the Presque Isle Police Department, the Maine State Police, and the Aroostook County Sheriff’s Office. The student’s emergency contact will be notified no later than 24 hours after the student is determined to be missing.

If a member of the University community has reason to believe that a student who resides in on-campus housing is missing, he or she should immediately notify the Office of Safety and Security (207) 768-9580 or the Residence Life Office at (207) 768-9560.


The Higher Education Opportunity Act requires that each campus report on fires in student housing as well as publish a fire safety report which is to be available to the public after October 1 of every year. A copy of the annual report is available upon request. Contact the Residence Life Office located in the Emerson Hall Annex for more information.

Murder: The willful (non-negligent) killing of one human being by another.

Robbery: The taking or attempting to take anything of value of the care, custody or control of a person or persons by force or threat of force or violence and/or by putting the victim in fear.

Aggravated Assault: An unlawful attack by one person upon another for the purpose of inflicting severe or aggravated bodily injury. That injury result fro an aggravated assault when a gun, knife or other weapon is used which could or probably would result in a serious potential injury if the crime were successfully completed.

Burglary: The FBI's Uniformed Crime Report Handbook defines Burglary as-- Breaking and Entering as the "unlawful entry of a structure to commit a felony or theft". Each room is considered a "structure".

Motor Vehicle Theft: The theft or attempted theft of a motor vehicle. (Classify as a motor vehicle theft all cases where automobiles are taken by persons not having lawful access, even though the vehicles are later abandoned - including joy riding.)

Weapon Law Violations: The violation of laws or ordinances dealing with weapon offenses, regulatory in nature, such as; manufacture, sale, or possession of deadly weapons, carrying deadly weapons, concealed or openly; furnishing deadly weapons to minors; aliens possessing deadly weapons; all attempts to commit any of the aforementioned.

Drug Abuse Violations: Violation of state and local laws relating to the unlawful possession, sale, use, growing, manufacturing, and making of narcotic drugs. The relevant substance includes. opium or cocaine and their derivatives. (morphine, heroin, codeine): marijuana; synthetic narcotics (Demerol, methadone); and dangerous non- narcotic drugs (barbiturates, Benzedrine).

Liquor Law Violations: The violation of laws or ordinance prohibiting: the manufacture, sale, transporting, furnishing, possessing of intoxicating liquor; maintaining unlawful drinking places; bootlegging; operating a still; furnishing liquor to minor or intemperate person; using a vehicle for illegal transportation of liquor; drinking on a train or public conveyance; all attempts to commit any of the aforementioned. (Drunkenness and driving under the influence are not included in this definition.)

Sex Offenses-Forcible: Any sexual act directed against another person, forcibly and/or against that person's will; or not forcibly or against the person's will where the victim is incapable of giving consent.

Sex offenses- Nonforcible: Unlawful, nonforcible sexual intercourse.

A. Incest: Nonforcible sexual intercourse between persons who are related to each other within the degrees wherein marriage is prohibited by law.

B. Statutory Rape: Nonforcible sexual intercourse with a person who is under the statutory age of consent

 


The Houlton Center is located at 18 Military Street, Houlton Maine. It is just off U.S. Route 1. Upon exiting 95, make a right turn towards Houlton, go through three traffic lights and make a right hand turn onto Bangor Road, the University of Maine at Presque Isle's Houlton Center is on the left. The UMPI Security Department compiles this report, in cooperation with the Office of the Director of the Houlton Center, and the Vice President of Academic Affairs. Information for this report is collected from the UMPI Judicial Affairs Office, the Director of the Houlton Center, and appropriate local police agencies. This report is distributed annually by October 1st.

2010 Crime Statistics

A. A statement of current campus policies regarding procedures and facilities for student and others to report criminal actions or other emergencies occurring on campus and policies concerning the institution's response to such reports.

Response
The Office of the Director of the Houlton Center is responsible for security. The Center has an excellent working relationship with the Houlton Police Department, the Maine State Police and the Aroostook County Sheriff's Department. Emergency response is provided by the Houlton Police and Fire Departments, as needed. the Houlton Center is a single building. Whenever it is open, there is always a staff member on duty. The Center has surveillance video cameras inside the building which are monitored at the front desk. Telephones are available at the front desk. Hours of operations are: Monday - Friday, 7 AM - 10 PM, Saturday 8 AM - 12 Noon. Closed on Sundays.

Students and employees should report criminal offenses for appropriate security and law enforcement response, for a timely warnings and for statistical reporting purposes, to the Office of the Director of the Center at 207-521-3102 or the Houlton Police Department at 207-532-2287.

When a crime is reported to the Office of the Director, it will be referred to the Houlton Police Department. In addition, if the suspect is a student, there may be an inquiry through the Student Conduct Committee of the Campus the student is enrolled. If the suspect is an employee of the University of Maine, an inquiry may be conducted by the Office of Human Resources and/or appropriate UMPI officials. It is the policy of the Houlton Center to take every report of criminal activity seriously and to take appropriate action, consistent with applicable law, and public and Center safety.

Criminal activity reports are made available to those attending the Houlton Center from the Office of the Director on a case-by-case basis. Crime statistics are available from the Office of the Director upon request or the University of Maine at Presque Isle's Security web site at: http://www.umpi.edu/security/index.html.

B. A statement of current policies concerning security and access to campus facilities, including campus residences, and security considerations used in the maintenance of campus facilities.

Response
The Center is accessible to students and staff during scheduled hours including evenings, weekends and holidays, as required.

Exterior doors on the Center are locked and secured after scheduled hours of operation. Video surveillance cameras are monitored during normal business hours at the front desk.
The Houlton Police Department monitors the outside lighting levels on a continuous basis. Whenever a light fails, it is reported to maintenance for repair the next working day.

C. A statement of current policies concerning campus law enforcement, including-

  1. The enforcement authority of security personnel, including their working relationship with State and local police agencies; and
  2. Policies which encourage accurate and prompt reporting of all crimes to the Director of the Center and the appropriate police agencies.

Response
The working relationship between the Local and State law enforcement personnel is excellent. This provides the Center with quick responses to any request for law enforcement action and criminal investigation.

It is Houlton Center's policy to encourage all victims of crimes to report crimes promptly and accurately to the Office of the Director where such reports are forwarded to the Houlton Police Department and to put victims in touch with local law enforcement.

D. A description of the type and frequency of programs designed to inform students and employees about campus security procedures and practices and to encourage students and employees to be responsible for their own security and the security of others.

There are presently no such programs conducted at the Center. Students who are degree candidates at primary campuses such as UMPI and UMA may take advantage of such programs at those campuses.

E. A description of programs designed to inform students and employees about the prevention of crimes.

F. A statement of policy concerning the monitoring and recording through local police agencies of criminal activity at off campus student organizations which are recognized by the institution and that are engaged by students attending the institution, including those student organizations with off campus housing facilities.

Response
There are no off campus student organizations recognized by the Houlton Center.

G. a statement of policy regarding the possession, use, and sale of alcoholic beverages and enforcement of State underage drinking laws and a statement of policy regarding the possession, use, and sale of illegal drugs and enforcement of Federal and State drug laws and a description of any drug or alcohol abuse education programs as required under section 1145g of this title.

Response
The University of Maine at Presque Isle views alcohol and substance abuse as a serious problem. In compliance with the Drug Free Schools and Communities and the Drug Free Work Place Act, the University published and distributes annually a booklet which informs all students and employees of UMPI's substance abuse policy, sanctions for violation of the policy, and State and Federal alcohol and drug laws, offenses and sanctions. For a copy of the booklet, "Alcohol and Drugs, What every Student and Employee Should Know About the Use and Abuse of Alcohol and Illegal Drugs," please contact the Office of Security and Safety, 768-9580 or the Office of Residential Life 768-9560.

H. Each institution of higher education participating in any program under this subchapter and Part C of subchapter 1 of chapter 34 of title 42 shall develop and distribute as part of the report described in paragraph (1) a statement of policy regarding such institution's campus sexual assault programs, which shall be aimed at prevention of sex offenses; and the procedures followed once a sex offenses has occurred. The policy described in subparagraph (A) shall address the following areas: Education programs to promote the awareness of rape, acquaintance rape, and other sex offenses.

Response
The Houlton Center relies on the "primary" campus such as UMPI to provide such programming at their location in Presque Isle. No programs are presently provided at the Center.

I. Possible sanctions to be imposed following the final determination of an on-campus disciplinary procedure regarding rape, acquaintance rape, or other sex offenses, forced or non forced.

Response

J. Procedures students should follow if a sex offense occurs, including who should be contacted, the importance of preserving evidence as may be necessary to the proof of criminal sexual assault, and to whom the alleged offense should be reported.

Any victim of rape or sexual assault should immediately contact the UMPI Office of Security and Safety (768-9580) or the Houlton Police Department (532-2287), which will immediately respond to assist the victim in getting medical attention, then investigate the crime. At all times, the victim's rights will be protected and the victim will have input into the course of the investigation. Counseling services will be provided if the victim is receptive to such services.

K. Victims of sexual assault are made aware of the importance if preserving evidence, which may be necessary to prove sexual assault. Procedures for on-campus disciplinary action in cases of alleged sexual assault, which shall include a clear statement that the accuser and the accused are entitled to the same opportunities to have others present during a campus disciplinary proceeding; and both the accuser and the accused shall be informed of the outcome of any campus disciplinary proceeding brought alleging a sexual assault.

Response
The accuser and accused will have the same rights to have others present at any hearing, including the assistance of an advisor and/or legal counsel. The accuser and the accused will both be informed of the outcome of any such hearings when the charge is a violent act. Such hearing will normally occur on the "primary" campus not at the Center.

L. Informing students of their options to notify proper law enforcement authorities, including on-campus and local police, and the option to be assisted by campus authorities in notifying such authorities, if the student so chooses.

Response

M. Notification of students of existing counseling, mental health or student services for victims of sexual assault, both on campus and in the community.

Counseling services are provided on the UMPI Campus, free of charge, to any UMPI registered student victim of a rape or sexual assault who desire this service. Other services are available at the location and telephone numbers listed.

N. Notification of students of options for, and available assistance in, changing academic and living situations after an alleged sexual assault incident, if so requested by the victim and if such changes are reasonably available.

Response
Any victim of a rape or sexual assault has the right to request a change in living areas or academic situations. If an immediate threat is felt by a person, they can and will be reassigned a room on a temporary basis until such time as the threat is removed or eliminated.

O. A statement advising the campus community where law enforcement agency information provided by a Sate under section 14071(j) of Title 42, concerning registered sex offenders may be obtained, such as the law enforcement office of the institution, a local law enforcement agency with jurisdiction for the campus, or a computer network address.

Response
The Houlton Police Department maintains a list of registered sex offenders in the Houlton Community area. Anyone desiring information on a specific known sex offender may receive that information by phoning the Houlton Police Department at (207) 532-2287. A date of birth of the sex offender will be needed.

The State of Maine maintains a list of registered sex offenders. Anyone desiring a complete list of the State's registered sex offenders may do so by submitting, in writing, to:

Anyone desiring information on a specific known sex offender may receive that information by phoning the State Bureau of Identification at 207-624-7100. A date of birth of the sex offender will be needed. The only information the State maintains is where the registered sex offender is currently living.
