The University sent out a Request for Proposals on its wind project in October 2007. Within a month and a half, it had received its first bids. Contract negotiations ensued for about a year. Negotiations would seem to go well, and then officials would not be able to reach agreement on certain contract terms. The search for a contractor and a turbine included explorations of everything from a small turbine company in California to much larger operations in Europe and India. One proposal required the University to relinquish a permit it already had secured and go through the permitting process all over again. In September and October of 2008, University officials reached an agreement with Lumus Construction Inc. Officials announced on Nov. 19, 2008 that they would move forward immediately with construction on the project.
